Balaam Muheebwa – Taxation Specialist

Mr. Balaam Muheebwa is a senior tax administrator with over 17 years’ experience while working as a tax administrator with Uganda Revenue Authority, and over 2 years as a tax advisor in his private practice.  He has excellent skills in many areas, especially in tax procedures, tax accounting and auditing, research methods, capacity building, data analysis, project management, and other business management skills.  He also has experience in the East African Countries having worked as a chairman for the Domestic Taxes subcommittee for the East African Revenue Authorities Technical Committee for over 5 years.

He was the Chairman of the Business Processes Work Group under the Domestic Taxes Modernisation Programme that reviewed the existing processes and procedures that existed earlier, and defined the current processes and procedures under eTax system.  He was earlier on a project manager in the same programme.  He trained many of the current tax administrators in Uganda Revenue Authority (having been a trainer for income tax law and taxation accounting for over 7 years).

As private consultant, he has participated as consultant in the study in 2011 for the professionalization of clearing and forwarding agents in the East African Community Partner States, a study that was commissioned by JICA – Kenya.  He has participated as a consultant in the needs assessment for the Prime Minister’s Integrated and Management Information System (PIMIS) in Uganda in 2012.  He was a data analyst in a survey by UNTAD on trade facilitation in Uganda.  He was one of the 3 consultants (as the African Tax Audit Expert) that developed an audit training module for the African Tax Administration Forum (ATAF) (in Pretoria, South Africa), an activity that was financed by the Germany’s GIZ in 2012.

As a key manager for statistics in the department, he was exposed to the challenges of dealing with data compilation, capture, analysis, and subsequent use of the data and information.  He is also recognised for his attention to details, and definition of data standards.  He was part of the team as a representative of Domestic Taxes Department (DTD) that did put together the data standards manual for Uganda Revenue Authority.

He holds a Bachelors degree in Statistics of Makerere University, and a Post Graduate Diploma in Income Tax Administration of Uganda Management Institute.  He is currently in the final stages of completing a Master of Arts Degree in Economic Policy and Planning.  He is a member of the Uganda Statistical Society (USS).
